- The Ketchikan court will remain open to conduct the proceedings that include vital constitutional and emergency requirements as outlined in the recent orders issued by the supreme court, chief justice, and presiding judge. On March 21, the Ketchikan Gateway Borough, City of Ketchikan and City of Saxman issued a Joint Proclamation Under State of Emergency to Shelter in Place in response to the COVID-19 situation. The court is considered an essential service and will continue operating. Members of the public should stay out of the courthouse to the extent possible, and participate in any required hearings by phone. Call the Ketchikan court with questions.
- The Anchorage court will remain open to conduct the proceedings that include vital constitutional and emergency requirements as outlined in the recent orders issued by the supreme court, chief justice, and presiding judge.
Anchorage Mayor Berkowitz issued MOA Proclamation of Emergency "Hunker Down" Order, EO-03, in response to the COVID-19 situation effective March 22 at 10 pm through March 31. The mayor’s order states everyone in the MOA shall stay at home as much as possible. It makes exceptions and includes courts as an entity that serves a critical role. It recognizes court personnel in the same category as first responders, emergency management personnel, emergency dispatchers and law enforcement personnel.

Alaska supreme court oral arguments are broadcast on Gavel Alaska on cable systems throughout the state. Notice about reduced staffing as of March 17, 2020.
To comply with the DHSS travel guidelines, Alaska Court System staff and judicial officers who have returned from travel outside Alaska will be quarantined for 14 days from their return date. This means that the courts will be operating with significantly reduced staffing levels, in addition to the absenteeism caused by the school district closures. The court system is identifying priority and emergency hearings that must occur. We apologize for the inconvenience that some hearings and trials may be postponed with little notice as we work through the staffing issues.

Information about the Orders
Why are there so many orders responding to the COVID-19 pandemic?
Different orders have been needed as information about the COVID-19 pandemic has increased and to authorize the court system’s response to keep the staff and public safe.
The chief justice and the Alaska Supreme Court have issued orders that authorize the presiding judges of the four judicial districts to take specific actions to reduce the possibility of transmitting the virus in courthouses while providing public access to the courts, often through remote methods. This has included relaxing some rules of procedure that set out requirements for how cases are filed and how the hearings or trials will happen, often by telephone or video conference.
Under the authorization from the chief justice or the full supreme court, the presiding judges have issued statewide orders that set out how certain proceedings in specific case types will occur.
Individual presiding judges have issued orders that are specific only to the courts in their district based on more local considerations.
Since the pandemic began, the orders have been updated based on new public health information from the state’s chief medical officer and the CDC. As our understanding has increased about how to safely respond to the coronavirus, the orders have authorized additional hearings and trials in more case types to be heard.

Paying a Defendant's Bail Online
Posting Bail Online
Because of Covid-19 related restrictions on posting bail at Department of Corrections (DOC) facilities, a person other than the defendant, such as a friend or family member can post bail online with the Alaska Court System. An active email address is required to post bail online.
Processing of the bail is only available during the following hours:
- Monday-Thursday, 8 a.m.-4 p.m.
- Fridays, 8-11 a.m.
- Saturdays and Sundays, 12-5 p.m.

Each credit card transaction will be assessed a 3% convenience fee. If/when bail is later returned (exonerated) to the payer, the fee will not be returned.
Online bail payments can be made with a VISA or MasterCard credit card or debit card. Note: You cannot pay with an American Express or Discover card.
If bail is more than $97,000, the person posting bail must make more than one payment until the total amount paid equals the total of bail. For example, if bail is $250,000, make three payments: Payment 1 = $95,000 + 3% fee, Payment 2 = $95,000 + 3% fee, and Payment 3= $60,000 + 3% fee. A single payment cannot exceed $99,999 including the 3% convenience fee.
NOTE: In order to reduce community transmission of Covid-19, please use the online payment method instead of posting bail in person at a courthouse unless you are unable to pay bail with a credit or debit card.
How to Post Bail Online
- Call the DOC Facility where the defendant is located. DOC Facility Phone Numbers.

DOC will confirm whether the defendant is eligible to be released on bail. Some reasons a defendant may be ineligible for bail:
- The defendant has not yet appeared before a judge to set bail;
- The defendant has a bail condition requiring a third party custodian;
- The defendant is being held on more than one case;
- The defendant is not charged with a criminal offense or the defendant’s case is not in the jurisdiction of the Alaska Court System.
- If DOC confirms that the defendant can be bailed out online, a person from the facility where the defendant is located will collect your email address and contact information.
- You will receive an email from the Alaska Court System. The email from the court will tell you the amount of the defendant’s bail. There will also be questions you must answer and important information about paying bail for another person. You must reply to the email from the court as soon as possible.
- After the court receives your emailed responses, the court will send you a second email that includes instructions and a bail payment link. When you have paid the full amount of the defendant’s bail, the court will notify the facility that bail has been posted and the facility will begin the process of releasing the defendant. NOTE: this may take several hours.
Important: Steps 4-5 are only available during the hours listed above.
Receiving a Refund
The funds you pay toward a defendant’s bail will be returned to you (exonerated) when the defendant’s criminal case ends, regardless of whether the defendant is convicted or acquitted. However, bail can be forfeited, which means you will not get it back, if the defendant violates his or her conditions of bail.
When bail is returned, it will be returned to the person who posted the bail and provided their name and contact information to the court in the email described in step #4 above. If one person posts bail, but uses another person’s credit card, the refund will go to the bail poster, not the holder of the credit card. The 3% convenience fee will not be returned.
